How NORD/LB modernized regulatory reporting ahead of schedule
NORD/LB, one of Germany’s leading commercial banks, modernized its finance, data, and regulatory reporting landscape through its FITT transformation program, replacing fragmented legacy systems with a unified, future-ready architecture.
With its “FITT” transformation program, NORD/LB is migrating its entire bank management framework to a new target architecture. A central component of this modernization is regulatory reporting. The existing solution — historically anchored in components such as SAP Bank Analyzer, IRR, and upstream RRH business logic — was to be replaced with a future-proof, data-model-based architecture. The functional and technical requirements were demanding: all regulatory reports for individual institutions and the group (ranging from Own Funds, LR, LCR, NSFR, and ALMM), through AnaCredit, Large Exposure, and the “Millionenkredit” (large loan) reporting, to MREL and LDR, as well as the wide range of statistical reports such as balance sheet statistics, foreign status reporting, borrower statistics, interest rate statistics, SHS (securities holdings statistics), issuance statistics, and liquidity management reports) were newly connected within the new bank management framework and the relevant regulatory accounting standards (HGB and IFRS).
Beyond the requirements for completeness, accuracy, and timely reporting capability, there was also the need for continuous regulatory development (DPM, ITS, CRR III, new validations) to proceed in parallel with the implementation.
The challenge
Three key focus areas were at the center of the project:
New interface between RRH and the SAP Fioneer data management solution FSDM
At the start of the project, there was no standardized, high-performance connection between Regnology’s regulatory reporting solution RRH and SAP Fioneer’s data management solution (FSDM). This connection was newly designed and implemented as part of a co-innovation initiative within the context of the transformation program.
Transformation of extensive business logic
Existing data corrections, normalizations and reporting-specific customizations from the legacy bank management system were analyzed, functionally reassigned and systematically migrated into the target architecture.
With the goal of not simply replicating accumulated complexity but instead rebuilding it cleanly from a functional standpoint, extensive architectural and business decisions were made.
Integration within the program context
Regulatory reporting was closely interlinked with other components of the “FITT” program (data integration, accounting/controlling, credit risk, and reporting) and required continuous coordination with NORD/LB’s business units as well as with Regnology as the software vendor.
The solution
As a subsidiary of SAP Fioneer, okadis Consulting was responsible for the regulatory reporting work package and implemented it in collaboration with NORD/LB and specialized partners.
With a team of 19 consultants, okadis provided overall external project management and handled the technical implementation of the SAP Fioneer RRH Adapter (F2A) as well as adjacent components. For specialized regulatory reporting expertise, Finbridge was brought into the program with twelve specialists, who also supported functional project management.
BearingPoint complemented the functional team with five additional experts and, with one dedicated consultant, was also responsible for RRH application management. The clearly defined division of responsibilities — overall program management and technological ownership with okadis as a subsidiary of SAP Fioneer, functional and IT-related expertise with Finbridge, and deep subject-matter and RRH expertise with BearingPoint — formed a key foundation for the successful, early go-live.
Co-Innovation: SAP Fioneer RRH Adapter F2A
At the heart of the project was the development of a new RRH adapter based on the SAP Fioneer Financial Open Integration Framework (FOF). F2A ensures the flow of data from the FSDM data management solution to Regnology’s regulatory reporting software, RRH — via standard views, functional data structuring aligned to the RRH data model, centralized processing control, and configurable mappings and transformations. Developed as a co-innovation, the SAP Fioneer RRH Adapter will subsequently be incorporated into SAP Fioneer’s standard product portfolio, making it available to other banks as well.
End-to-end coverage of business requirements
All reports defined within scope were implemented — from individual transaction-based statistical and regulatory reports to disclosure obligations, including ESG reporting. In addition, the CRR III changes were incorporated during the project and integrated into the new architecture in relation to regulatory reporting.
Structured testing approach
Module integration tests, system tests, process chain tests, and user acceptance tests were carried out iteratively and in close collaboration with NORD/LB. Pseudonymized full datasets and a representative test portfolio ensured the functional depth of the testing. Test automation and rigorous defect management enabled high iteration speed.
Go-live and hypercare
During the critical phase before and after go-live, discrepancies between the old and new bank management systems were systematically analyzed, migration and release tests were conducted, and end users received close support.
The result
Productive six months ahead of schedule
The technical go-live took place in December 2025, and the functional go-live in January 2026; significantly ahead of the originally planned date.
All reports live
All regulatory and statistical reports defined within scope, for both individual institutions and the group, are now generated and submitted via the new pipeline:
SAP Fioneer data management solution (FSDM)
SAP Fioneer RRH Adapter (F2A)
Regnology regulatory reporting software (RRH).
Stable operations from day one
Since the functional go-live, daily regulatory reports as well as all upcoming reporting deadlines have been reliably generated from the outputs of the fitt program.
Future-ready architecture
NORD/LB now has a modern, data-model-based regulatory reporting pipeline designed for the efficient implementation of future regulatory requirements.
Value beyond NORD/LB
With the transfer of the SAP Fioneer RRH Adapter (F2A) into the SAP Fioneer standard product line, a reusable component has been created that will also benefit other institutions.
As the functional program lead for fitt, I’m delighted with the success of our regulatory reporting project at NORD/LB. On behalf of SAP Fioneer, okadis, Finbridge, and BearingPoint played a decisive role — both functionally and technically — in supporting this initiative, impressing throughout with deep regulatory understanding, strong implementation capability, and a consistent focus on results. Working together, we were able to quickly structure complex requirements, develop pragmatic solutions, and reliably turn them into robust outcomes — transparently, collaboratively, and always with a clear focus on quality and meeting deadlines. In my view, this combination of subject-matter expertise, technological know-how, and genuine teamwork is a clear advantage for any institution looking to modernize its regulatory reporting efficiently and position itself sustainably for the future.“
